The Federal Government has reiterated its commitment to providing an enabling environment for new and existing private investors in the oil and gas sector especially the modular refineries to thrive.
Modular Refineries are prefabricated processing plant that has been constructed on skid mounted surfaces, with each structure containing a portion of the entire refining process plant connected together by interstitial piping to form an easily manageable process.
However, the Federal Government has affirmed that with the three existing refineries in Nigeria, at Kaduna, Port Harcourt and Warri which the country largely depend on for oil and gas processing and production, there still exists many refineries that processes and produces oil even at their small quantity.
The Acting President, Prof. Yemi Osinbajo made these known at the 2nd Annual Conference of Modular Refineries Association of Nigeria in Abuja.
Prof. Osibanjo said that no government refineries can function effectively without the involvement of the private sector. “Anybody that says anything different is not saying the truth. Government just set up refineries, create enabling environment and allow investors to run it”
“Government is not interested in setting up refineries all over the places. That is just a waste of time and resources. Refineries are successful because they are private-sector driven with efficiency and good business models. What we are trying to do now with our modular refineries is that we are developing a framework that will give everyone interested in modular refineries license to operate with a robust set of guidelines of international best practices that will be followed by private organizations and well-meaning Nigerians especially those in the Niger-delta region”. The Acting President said.
The Chairman of the Association, Prof. Godwin Igwe said better hands are currently unemployed in the oil and gas sector, especially graduates of such courses in Nigerian Universities, an issue that the Government should look into instead of bringing in expatriates from outside the country.
