Lagos – The Force Headquarters of the Nigeria Police on Thursday in Abuja insisted that Imohimi Edgal remains the Acting Police Commissioner for Lagos State.
INDEPENDENT observed that there was confusion following a letter signed on behalf of Mike Okiro, Chairman of Police Service Commission (PSC), by M.F. Istifanus, Permanent Secretary of the commission and addressed to Ibrahim Idris, the Inspector-General of Police on the ‘Withdrawal of acting appointment: AP 25095 Imohimi D. Edgal and AP. 36665 Aji Ali Janga’.
In the letter, the IGP was informed that Edgal had been reverted to his former rank of Deputy Commissioner of Police and subsequently redeployed as the CP in Lagos.
Part of the letter reads: “Our letter with Ref No PS/1924/Vol IX/ dated 22nd August, 2017, conveying the Honourable Chairman’s anticipatory approval for the placement of the above-named officers as Acting Commissioners of Police refers, please.
“The Commission at its 24th Plenary Meeting of 27th and 28th September, 2017, took a decision not to ratify the anticipatory approval. The officers are, therefore, reverted to their substantive rank of Deputy Commissioner of Police (DCP).”
But, Jimoh Moshood, a Chief Superintendent of Police and Force Public Relations Officer, countered the PSC’s request, saying that Edgal is still the CP Lagos, in acting capacity.
“The PSC has the power to appoint, promote and discipline officers, but they don’t have the power to demote”, he said.
“They can only demote an officer after the force disciplinary committee has looked into what the officer has done and then recommend him for discipline.
“They can only authorise them to authenticate what the police take to them. In this case acting CP Edgal has not committed any disciplinary offence and the force disciplinary committee has not recommended him for demotion, so they cannot demote him as they have no such powers. “
The FPRO insists that the commission should not go beyond their powers, as Nigeria Police Force can exist without PSC but PSC cannot exist without NPF.
Meanwhile, when INDEPENDENT contacted Comfort Obi, a member of PSC, she said Edgal remains Lagos acting CP, until the commission says otherwise.
